Order of the Ministry of Education and Science 1578 of December 31. Detailed description of changes to the Federal State Educational Standard

Approve the attached changes that are being made to the federal state educational standard secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated May 17, 2012 No. 413 (registered by the Ministry of Justice of the Russian Federation on June 7, 2012, registration No. 24480), as amended by orders of the Ministry of Education and Science of the Russian Federation dated 29 December 2014 No. 1645 (registered by the Ministry of Justice of the Russian Federation on February 9, 2015, registration No. 35953) and dated December 31, 2015 No. 1578 (registered by the Ministry of Justice of the Russian Federation on February 9, 2016, registration No. 41020).

Changes,
which are included in the federal state educational standard of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated May 17, 2012 No. 413

1. In paragraph two of paragraph 6 after the words “reflecting personal and civic positions in activities,” add the words “anti-corruption worldview.”

2. Add subparagraph 6 of paragraph 7 with the words “the ability to resist the ideology of extremism, nationalism, xenophobia, discrimination on social, religious, racial, national grounds and other negative social phenomena.”

3. Subparagraph 6 of subsection “Right” ( a basic level of) clause 9.4 shall be stated as follows:

“6) the formation of the foundations of legal thinking and anti-corruption standards of behavior;.”

4. In clause 9.5:

a) paragraph eleven should be stated as follows:

“Mathematics” (including algebra and the beginnings of mathematical analysis, geometry) (basic level) - requirements for subject results mastering a basic mathematics course should reflect: ";

b) paragraph twenty-eight should be stated as follows:

“Mathematics” (including algebra and the beginnings of mathematical analysis, geometry) (advanced level) - the requirements for the subject results of mastering an advanced course in mathematics must include the requirements for the results of mastering the basic course and additionally reflect: ".

5. Clause 9.6 should be supplemented with the subsection “Astronomy” (basic level) with the following content:

“Astronomy” (basic level) - the requirements for the subject results of mastering the academic subject must reflect:

1) the formation of ideas about the structure solar system, evolution of stars and the Universe, space-time scales of the Universe;

2) understanding the essence of phenomena observed in the Universe;

3) mastery of fundamental astronomical concepts, theories, laws and patterns, confident use of astronomical terminology and symbols;

4) the formation of ideas about the importance of astronomy in practical activities human and further scientific and technological development;

5) awareness of the role national science in the exploration and use of outer space and the development of international cooperation in this area."

6. Paragraphs four and five of paragraph 12 should be stated as follows:

"Russian language";

"Mathematics";".

7. Paragraph fifteen of clause 18.2.3 should be supplemented with the words “anti-corruption worldview.”

8. In clause 18.3.1:

a) paragraph twenty-two should be stated as follows:

"Mathematics";";

6) add a new paragraph twenty-six with the following content: “Astronomy” (basic level);”;

d) in paragraph thirty-four the word “Astronomy” should be deleted;

e) paragraph thirty-nine should be stated as follows:

“The curriculum of the training profile and (or) individual curriculum must contain 11 (12) academic subjects and provide for the study of at least one academic subject from each subject area defined by this Standard, including academic subjects common to inclusion in all curricula “Russian language”, “Literature”, “ Foreign language", "Mathematics", "History" (or "Russia in the world"), "Physical education", "Fundamentals of life safety", "Astronomy".

Changes have been made to the Federal State Educational Standard for secondary general education.

Thus, requirements are included for students to develop an anti-corruption worldview and the ability to resist the ideology of extremism, nationalism, xenophobia, discrimination on social, religious, racial, national grounds and other negative social phenomena. The foundations of anti-corruption standards of behavior will be formed as part of the development of a basic law course.

The academic subject "Astronomy" is singled out as an independent one. The requirements for the results of mastering this academic subject have been determined.

The changes that were approved by the order are changes primarily related to bringing the terminology used in the Federal State Educational Standard SOO in accordance with Federal law dated December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (for example, educational organization, but not educational institution; participants in educational relations, not participants educational process; and so on.).

It is clarified that the standard is the basis for an objective assessment of compliance with established requirements educational activities and training of students who have mastered the basic educational program, regardless of the form of education and form of training.

Secondary general education can be obtained:

  • in organizations carrying out educational activities (full-time, part-time or part-time);
  • outside organizations engaged in educational activities, in the form of family education and self-education.

A combination of various forms of education and forms of training is allowed.

The standard specifies that the period for obtaining secondary general education is two years, and for persons with disabilities health and disabilities when studying in adapted basic educational programs of secondary general education and for students mastering the basic educational program in full-time or part-time forms, regardless of the educational technologies used, increases by no more than one year.

The text of the Federal State Educational Standard SOO clarifies that an organization carrying out educational activities in the basic educational programs of secondary general education that have state accreditation develops the basic educational program of secondary general education in accordance with the Standard and taking into account the approximate basic educational program secondary general education.

A clarification has been made to the distribution of the volume of the compulsory part of the educational program and the part formed by participants in educational relations: “The compulsory part of the main educational program fully complies with the requirements of the Standard and is implemented in all organizations carrying out educational activities in basic educational programs that have state accreditation.

The obligatory part of the educational program of secondary general education is 60%, and the part formed by participants in educational relations is 40% of the total volume of the educational program of secondary general education.”

The Federal State Educational Standard of Special Education determines the possibility of network interaction between organizations: “Educational programs of secondary general education are implemented by the organization carrying out educational activities, both independently and through network forms of their implementation. During the holidays, the possibilities of organizing children's recreation and their health improvement, thematic camp shifts, summer schools created on the basis of organizations carrying out educational activities and organizations of additional education.”

The organization of educational activities in the main educational programs of secondary general education can be based on differentiation of content, taking into account educational needs and interests of students, providing in-depth study of individual academic subjects, subject areas of the main educational program of secondary general education.

Clarifications are also being made to the paragraph describing the creation of special conditions for the training and education of students with disabilities and disabled people, including a barrier-free living environment and educational activities, compliance with the maximum permissible level: “when using adapted educational programs of secondary general education, developed by an organization carrying out educational activities, together with other participants in educational relations.”

A clarification has been made to the paragraph regarding educational, methodological and information support for the implementation of the main educational program: ““completeness of textbooks, educational and methodological literature and materials on all academic subjects of the basic educational program of secondary general education in the languages ​​of instruction and education determined by the founder of the organization carrying out educational activities. The standard of provision of educational activities with educational publications is determined based on the calculation:

  • at least one textbook in print and (or) electronic form, sufficient to master the curriculum of an academic subject for each student for each academic subject included in the mandatory part curriculum basic educational program of secondary general education;
  • at least one textbook in printed and (or) electronic form or teaching aid, sufficient to master the curriculum of an academic subject for each student in each academic subject included in the part formed by the participants in educational relations of the curriculum of the main educational program of secondary general education.”

The remaining provisions of the Federal State Educational Standard for Secondary General Education remained unchanged.

The Ministry of Education and Science of the Russian Federation has developed changes to the federal state educational standard for secondary general education. In particular, they imply the formation in schoolchildren of an anti-corruption worldview and the ability to resist extremism and nationalism. In addition, the section dedicated to the subject results of mastering the program is planned to be supplemented with a subsection “Astronomy”.

The draft order on amendments to the Federal State Educational Standard for secondary general education was published on the official website to post information on the preparation by federal executive authorities of draft regulatory legal acts and the results of their public discussion. At the moment, there is a stage of public discussions of the text and an independent anti-corruption examination.

The order, in particular, implies that the standard establishes requirements for the results of students mastering the main educational program, including personal ones, including an anti-corruption worldview. At the same time, personal results should also reflect the ability to resist the ideology of extremism, nationalism, xenophobia, discrimination on social, religious, racial, national grounds and other negative social phenomena.

In addition, the changes concern the subject results of mastering the program. The corresponding section, which lists the subject areas, is proposed to be supplemented with a subsection “Astronomy” with the following content:

“Astronomy” (basic level) - the requirements for the subject results of mastering the basic astronomy course must reflect:

1) the formation of ideas about the structure of the Solar system, the evolution of stars and the Universe; space-time scales of the Universe;

2) understanding the essence of phenomena observed in the Universe;

3) mastery of fundamental astronomical concepts, theories, laws and patterns, confident use of astronomical terminology and symbols;

4) the formation of ideas about the importance of astronomy in the practical activities of man and further scientific and technological development;

5) awareness of the role of domestic science in the exploration and use of outer space and development, international cooperation in this area;

“Astronomy” (advanced level) - the requirements for the subject results of mastering an advanced astronomy course must include the requirements for the results of mastering the basic course and additionally reflect:

1) the formation of ideas about the methods and results of research into the physical nature of celestial bodies and their systems, the structure and evolution of the Universe;

2) the formation of ideas about the action in the Universe of laws discovered under earthly conditions;

3) developed ability to explain the connection between the main space objects and geophysical phenomena;

4) the formation of one’s own position in relation to astronomical information received from various sources.
