The new “road map” provides for the certification of teaching staff with their subsequent transfer to an effective contract. But people who are engaged in some specific practice, in this case, changes in the field of education, do not have such built-in mechanisms. That's why tools are needed. Tools are planning.

Habitual planning schemes have often failed lately, so plans turn out to be a large number of. To connect them, coordinate them and understand whether the matter has fallen out of them and whether there are simply only lines left tied to specific deadlines. Therefore, roadmaps are a specific label that denotes a specific plan structure.

Yes, “road maps” are a term more from the sphere of politics, economics, and business. Transferring this tool to the social sphere, in this case to education, has its advantages. We have many levels of responsibility. Federal level. There is the level of the constituent entities of the Russian Federation, the regional level - this is everything that concerns schools, kindergartens, institutions additional education children, secondary vocational education. There were minimum requirements for preschool education programs, but there was no standard. These are the requirements for the conditions and programs that are implemented in kindergartens.

- Will the education of children, the approach of educators to children, to educational programs change?

Although in pilot mode our schools can switch to the accepted standard and develop educational programs in accordance with it. - It’s clear with the standards for high school. What other elements are included in the school roadmap?

Same line as in preschool education- wage. Improving the quality of life of educators themselves. On the other hand, there is a line that is included internally to assess the quality of educational services. Many in our teaching community do not like this formulation. Recently, parents' demands on what happens to their children at school have been increasing. Schools are gradually ceasing to be a black box into which you put your child in and get him back after six lessons.

The former Minister of Education Andrei Fursenko used the term “luggage storage”... The main thing is that there are no problems with places in schools.

Not everywhere! Here situations vary depending on the region. Somewhere there are no problems with places in schools; children are not taught in two shifts. And somewhere there is such a problem. Children in the Far North are taught in two shifts. They come to school when it is still dark and leave when it is already dark. These features are taken into account in regional roadmaps. There is a federal road map, which outlines all the positions we talked about, and there is a regional one, which takes into account, relatively speaking, a specific landscape.

I know many regions where there are two-shift schools. This required condition so that regional maps contain a solution to this problem?

If this problem is fixed, then this is included in the activities of the roadmap. This is the construction of schools, strengthening the fund that the regional general education system has, and transferring everyone to a single-shift regime. Although this is a resource-intensive undertaking. A roadmap is a financial planning tool. Priorities are highlighted here. They are distributed according to deadlines. It is possible to plan resources.

- Let's move on to higher education.

What should be here? Does this roadmap include the president’s instructions to ensure that by 2020 five universities are included in the international rankings?

Certainly. On the one hand, this is a very deep internal audit of the system, which identifies weak points in ineffective universities and their reorganization programs. On the other hand, this is a program that allows us to provide support to those universities that today have serious resources and chances to lead in the global context of providing higher education services.

Such programs are included in the roadmap. Support for 15 universities will now be provided from the federal budget so that their programs are implemented and we see our universities in the top lines of world rankings.

- Are the salaries of the teaching staff also included?

Certainly. Russia is a country of regions. It’s a huge territory, the regions have their own characteristics and their own economies. The fact that our salary targets are tied to the average salary plan for the region is very significant. For all levels of education, the target salary for teaching staff is tied to the average salary in the region. For university employees, it should exceed the figure by almost twice.

- What about the deadlines?

Funds are allocated to universities that are subordinate to the Ministry of Education and Science, and to universities whose founders are other federal authorities. The Ministry of Agriculture has its own universities, the River Marine Fleet, the Ministry of Culture, and the Ministry of Health. Salaries are increased in stages, this is monitored, and summaries are given on how this increase schedule is being built.

Internally, this is built on much more subtle interaction tools.

Since salary increases are not provided to everyone - some will have more, some will have less, depending on how the wage system develops at the level of the educational organization. There is a mandatory part of the salary - basic, and there is an incentive one. And this incentive fund is distributed within the educational organization depending on the specific contribution of each employee. The development of these indicators is the responsibility of the educational organization itself. So do educational programs. We are developing an educational program and understand what the school must do in order for the student to achieve this.

What will I do as a teacher at this school? And this is recorded in such indicators. There must be some agreement on these indicators. In accordance with this, we will distribute the incentive fund. Some people's salaries may be significantly higher, others lower than average. Therefore, the overall level depends on how a person works and how his work is assessed by those who are called upon to evaluate it.

We are gradually increasing wages in accordance with regional indicators by 2018. The road map is a kind of five-year plan from 2013 to 2018.

- What results should be achieved by 2018 in secondary, higher and vocational education?
